DIU's SWAP Solicitation Pays for Integration That Already Exists

The Defense Innovation Unit's latest maritime solicitation is not a development opportunity. Suitable Warfighting Adaptive Payloads, or SWAP, asks for unmanned surface vessels already integrated with two or more aerial drones, and it uses the word mature for both.
The requirement
DIU wants market-ready vessels paired with market-ready aerial drones that together can detect, identify, track and defeat hostile threats. The specifics:
- The vessel carries, launches and controls at least two small unmanned aircraft
- Those aircraft carry a combined kinetic payload of at least 2 kilograms
- Responses were due 10 August
- Systems must be ready for test within 120 days
Where SWAP sits
The solicitation belongs to a year-long competition carrying $100 million in prize money. It responds to the danger unmanned boats and small drones present in contested waters.
Update, 31 October 2026: the sprint described here has closed. DIU has posted SWAP-USV Sprint 2, closing 30 November 2026, on its open solicitations page.
What "mature" means for bidders
The word appears twice in the requirement, once for the vessel and once for the drones. UDC reads that as a signal that DIU is not paying to build either, and is looking for two finished products that already work together. That favors teams that completed the vessel-to-drone integration before the solicitation appeared, and it leaves little room for a team that would have to start that work after award, especially with a 120-day clock to test.
UDC recommends that vessel makers and drone makers watching this contest look for integration partners now, so that the next solicitation in the series finds them with a working pair rather than a teaming agreement.
