DOW Instruction 8430.01 Turns Software Reuse Into an Assigned Duty

Reuse has been a policy preference in DOW software acquisition. With Department of War Instruction 8430.01, Accelerated Mission Software, it now has owners. The Office of the Chief Information Officer issued the 37-page instruction, which was approved on 31 August and took effect on 8 September.
What the instruction does
The instruction sets policy, assigns responsibilities and lays out procedures for modernizing and managing software across the Department. Its stated aim is to speed capability delivery by promoting software reuse, under Public Law 118-187.
Why an instruction matters more than a memo
A preference can be acknowledged and set aside. An instruction assigns the work to named offices and tells them how to carry it out. For program offices, reuse is no longer a good idea to consider when time allows. It is a responsibility someone is accountable for.
What software vendors should do
The practical consequence for industry is a new question early in many acquisitions: does this capability already exist somewhere in the Department? UDC recommends that companies selling software to DOW study the instruction's assignment of responsibilities, learn which offices own the reuse check, and prepare an answer before it is asked. That means being able to show what a product does that existing software does not, or how it can be offered for reuse across programs rather than rebuilt for each one.
