A channel most technology firms never see
Tailored Logistics Support contracts look like they belong to the operating forces, so firms that sell to laboratories and acquisition commands pass them by. Yet DLA's own market research lists communications, electronics and test equipment makers among the suppliers whose products moved through Special Operational Equipment, and DLA places unmanned aircraft and counter-UAS items inside that program.
The ground also moved in 2025 and 2026. DLA now reviews every order line for scope with no carry-over of earlier approvals, restricts MIPR funding, has solicited a separate technology vehicle, and is in litigation with a prime it says it terminated for cause.
What the paper answers
- How does an SOE order move from a unit's spreadsheet to a manufacturer's shipping dock?
- Which primes hold SOE and F&ESE today, and how have the rosters changed since 2019?
- What does DLAD procurement note C08 require of a prime when it buys from suppliers, and what does it not require?
- What would the proposed Technology and Information vehicle cover, and what does it exclude?
- Where do unmanned and counter-UAS systems sit across SOE, the FedMall Drone Corridor and the Army's Drone Marketplace?
- What do the court filings in the Noble Supply and Logistics bankruptcy say about its DLA contracts?
