Sound ideas, unfunded proposals
The Navy scores Phase I on technical merit first, then key personnel and commercialization potential as equals, and it judges each proposal on its own. That should favor a small firm with a sound idea. In practice, proposals fall to compliance failures, work plans sized for Phase II, objectives with no measures and transition sections written as an afterthought.
The ground moved in 2026. SBIR authority lapsed on 30 September 2025 and was restored through 30 September 2031 by Public Law 119-83, with new foreign-risk denials, a one-proposal-per-topic limit and new assistance rules. Navy Phase I ceilings now reach $315,000 before assistance funding, and cybersecurity requirements are conditions of award during a CMMC suspension that changes what a solicitation may require.
What the paper answers
- How does the Navy weigh technical merit, key personnel and commercialization, and why are proposals never compared to one another?
- Which format and cost errors get a proposal rejected before evaluation?
- When may a firm contact the topic author, and what may it ask?
- How should the ten-page Technical Volume be divided?
- What transition evidence does a NAVAIR reviewer find credible?
- When do MOSA, MBSE and SysML strengthen a proposal, and how should each be substantiated?
- What does the July 2026 CMMC suspension change for a Phase I award?
What's inside
- How Navy and NAVAIR evaluate Phase I, with ceilings, workshare, award vehicles and the Direct to Phase II pathway.
- A seven-step live-BAA compliance workflow to run before writing.
- A Volume 2 storyboard that allocates the ten-page limit section by section.
- A pre-submission checklist split into rejection items, validity items and award requirements.
- A discriminators menu in 11 categories, each entry paired with how to substantiate it and the trap to avoid.
Four Author's Notes
Written by a reader of proposals on the Government side, the notes cover:
- What a productive pre-release call sounds like, and why a pitch wastes it
- Why inattention to the operational requirement loses an evaluator fastest
- How a program of record really ends up using SBIR results
- Why work done before a topic exists outweighs anything done after release
Who it's for
- Small businesses preparing a first Navy SBIR Phase I proposal.
- Repeat proposers whose results have stalled and who want to know why.
- Firms targeting NAVAIR topics and a naval aviation transition.
- Proposal managers who need a compliance check current to the FY27 Release 1 instructions.

Questions
- Does it cover STTR and open topics?
- Only where they differ. The compliance rules in the guide are for conventional SBIR Phase I topics with the Department of the Navy; STTR and open topics follow their own instructions.
- Will the figures hold for the next release?
- Not necessarily. Ceilings, page limits, question windows and templates can change by release, topic and systems command. The guide flags each release-specific item and gives a workflow for confirming it against the active documents.
- Is this legal advice?
- No. Compliance rules are set by the active DOW BAA, the active Navy instructions and the topic. Confirm each against those documents before relying on it.
- I already subscribe to Closing Rate. Do I need to buy it?
- No. Paid Closing Rate subscribers get the full PDF with the Closing Rate article.
- Can I talk to someone about a specific opportunity?
- Yes. Contact Up Doppler Consulting.
